Force Windows 98 to use multiple columns (without scrolling arrows at either end) in the Start Menu
By default, Windows 98 will keep Start Menu folders in a single column.
To force it to use multiple columns (without scrolling arrows at either end), a little Registry diving is necessary.
Using REGEDIT.EXE, navigate to HKEY_LOCAL_MACHINE \ Software \ Microsoft \ Windows \ CurrentVersion \ explorer.
In the right-most pane, create a new Text Value.
Type "StartMenuScrollPrograms" (without the quotes) then hit ENTER.
Modify the string you just created (right-click on it); in the 'Value Data' box, type "false" (without the quotes), then click 'OK'.
Close REGEDIT, tap the F5 key (to refresh your Desktop), and voila!
NOTE: some users have not been able to get this tweak to work on their system.
